Job description

 Job Purpose:
The summary role of the Clerk of works is to supervise construction projects. The role will be responsible for monitoring construction quality, workmanship, materials, compliance with drawings/specifications and progress.

 

 

Functional Outputs/Activities per key performance area:
1. Quality Control & Inspection
• Inspect construction works to ensure they comply with approved drawings and specifications.
• Check workmanship and construction methods.
• Inspect materials delivered to site for compliance with approved standards and specifications.
• Witness relevant tests and inspections.
• Identify defective or non-conforming work.
• Record defects and follow up on corrective actions.
• Ensure works are completed according to approved method statements and Inspection & Test Plans (ITPs).

 

2. Drawings & Specifications
• Maintain awareness of the latest approved drawings and specifications.
• Check that the contractor is working from the latest approved documents.
• Identify discrepancies between drawings, specifications and actual site conditions.
• Escalate technical queries to the consultant/project manager.
• Monitor compliance with approved changes and instructions.

 

3. Site Monitoring
• Carry out regular site inspections.
• Monitor construction activities against the approved programme.
• Verify that completed work is actually installed before it is covered up.

 

 

• Inspect critical activities such as: Excavation and foundations , Reinforcement and formwork , Concrete works, Structural steel ,Roofing , Blockwork , Waterproofing ,Flooring and finishes ,Mechanical and electrical installations ,Plumbing and drainage & External works

 

4. Materials Management
• The CoW should verify: Material specifications ,Delivery quantities ,Certificates of conformity ,Test certificates ,Storage conditions ,Approved suppliers ,Samples/mock-ups where required
• They should also report the use of unapproved or substandard materials.

 

 

5. Progress Monitoring
• Monitor daily/weekly construction progress.
• Compare actual progress against the approved programme.
• Identify delays and potential schedule risks.
• Provide factual information for progress meetings.
• Verify reported completion of activities.

 

6. Testing & Commissioning
• Witness specified tests.
• Check that test results meet requirements.
• Ensure failed tests are recorded and corrective actions followed up.
• Monitor commissioning of equipment and systems.
• Verify that commissioning documentation is provided.

 

7. Health, Safety & Environment
• Observe site safety practices.
• Report significant unsafe conditions.
• Escalate serious HSE issues.
• Monitor compliance with project HSE requirements.
• Report environmental concerns such as poor waste management, dust, spills or uncontrolled discharge.

 

8. Documentation & Records
Maintain comprehensive records, including:
• Daily site reports
• Inspection reports
• Site instructions/technical queries
• Non-Conformance Reports (NCRs)
• Material approvals
• Test results
• Photographic records
• Delivery records
• Progress records
• Defect registers
• Snag lists
• As-built information

 

9. Payment Verification Support
• Verifying physical completion of works.
• Confirming quantities installed.
• Providing inspection records.
• Reporting incomplete or defective works.
• Providing evidence to support interim payment assessments.

 

10. Defects & Handover
• Participate in inspections for practical completion.
• Prepare/maintain the snagging list.
• Verify rectification of defects.
• Inspect completed works before handover.
• Check that testing and commissioning are complete.
• Verify availability of O&M manuals, warranties, certificates and as-built drawings.
• Support final inspection and handover.

 

Financial Management
Provide evidence to support payments.

 

 

Risk Management
Identify project risks & implement mitigations as per the project risk management plan.

 

Minimum Qualification Requirements:

  • Hold a Bachelor’s Degree in Civil engineering or structural engineering.
  • A Diploma in Civil Engineering or Structural Engineering will also be considered.

 

Related Minimum Experience:

3 to 5 years relevant experience in construction management.
