Programme Officer – Organizational Development & Advocacy

Job description

Job Summary:   The Programme Officer – Organisational Development & Advocacy will support the implementation of organisational strengthening and community-level advocacy activities. The role will work closely with Youth-Led Organisations (YLOs), and consortium partners to strengthen local organisations as effective, sustainable, and youth – responsive actors contributing to dignified and fulfilling work opportunities for young people.

The programme officer will provide day to day implementation support for organisational development activities, including organisational assessments, capacity strengthening interventions, partner accompaniment, advocacy actions and documentation. The role will contribute to strengthening the ability of youth-led organisations to improve their governance, leadership, programme delivery systems, accountability approaches and ability to amplify youth priorities within local decision-making spaces.

 

Key Duties and Responsibilities:

Organisational Development.

  • Support day-to-day implementation of organisational development and advocacy activities in line with approved work plans and guidance from the Programme Coordinator.
  • Support organisational capacity assessments, and partner reflection processes.
  • Support partners to develop and implement organisational improvement plans.
  • Provide follow up support to partners to strengthen application of new knowledge systems and approaches.
  • Provide logistical, administrative, and operational support for field-based organisational development and advocacy activities.
  • Promote learning and collaboration among youth-led organisations to strengthen collective capacity and sustainability.

Youth-led advocacy and community influence

  • Lead implementation of youth-led advocacy activities that amplify young people’s priorities and experiences related to employment, entrepreneurship and financial inclusion.
  • Support YLO’s to engage communities and stakeholders through dialogues, consultations, forums and engagement platforms.
  • Support mobilisation of young people and community stakeholders to participate in advocacy-related activities led by partners.
  • Document community voices, youth perspectives, and emerging issues to inform advocacy initiatives.
  • Support partners to develop advocacy messages. Stories of change, evidence products that support engagements with decision makers.

Monitoring, Documentation and Learning Support

  • Collect, compile and maintain accurate information on youth engagement activities, partner support, and programme outcomes.
  • Support monitoring visits, field verification, participant tracking, and documentation of programme implementation.
  • Capture youth stories, experiences, feedback and lesson emerging from implementation
  • Lead preparation of activity reports, partner updates, case studies and learning products.
  • Contribute to programme reflection processes and adaptive learning discussions.

Safeguarding and  Compliance.

  • Uphold and apply Restless Development safeguarding, gender equality, diversity, and inclusion standards in all field activities.
  • Identify and report safeguarding concerns in line with organisational reporting procedures.
  • Ensure ethical engagement with young people and compliance with organisational policies during implementation.
  • Support creation of safe environments where young people can participate freely and confidently.

Cost-effective and transparent financial management

  • Prepare and manage programme budgets and work plans.
  • Adhere to Restless Development Uganda financial policies in all aspects of work.
  • Support the finance & admin unit in the development of financial reports.
  • Provide accurate narrative reports of funds spent to allow prompt reporting.
  • Ensure timely requisitioning and accountability for activity funds as required.
  • Ensure value for money in all finance transactions.

Others responsibilities

  • Other duties as required, including occasional work on weekends for which time off in lieu (TOIL) can be taken.

Skills and Experience

Essential

  • Bachelor’s degree in Development Studies, Social Sciences, Organisational Development, Public Administration, Community Development, Political Science, or a related field.
  • At least 1–2 years’ experience supporting organisational development, capacity building, community engagement, or advocacy-related programmes in Uganda.
  • Experience working with Youth-Led Organisations (YLOs), Community-Based Organisations (CBOs), or grassroots/community structures.
  • Experience supporting facilitation of trainings, mentorship sessions, or community dialogues.
  • Basic understanding of organisational strengthening areas such as governance, leadership, documentation, planning, and accountability systems.
  • Exposure to community-level advocacy, civic engagement, or mobilisation activities.
  • Experience in basic programme implementation, field coordination, and reporting.
  • Strong facilitation, communication, and interpersonal skills.
  • Ability to work effectively with young people and community stakeholders in diverse settings.
  • Good written and spoken English.
  • Desirable
  • Experience working on donor-funded youth development, livelihoods, or systems-strengthening programmes.
  • Basic understanding of advocacy approaches, community organising, or citizen engagement processes.
  • Experience supporting organisational assessments or partner capacity-building tools.
  • Familiarity with Uganda’s youth development and civil society landscape.
  • Basic skills in documentation, storytelling, or data collection tools.
