Job Summary: The position provides management support to the project staff in the implementation of the Sexual and Reproductive Health project in question. The PM role is expected to lead and ensure effective delivery of the SRH project in question through timely and effective program planning, strategic support and the overall coordination and management of all programmatic and financial aspects of the grant in accordance with the approved Funding Agreement Document-(FAD) and Country Strategy documents, related national and international policies and procedures. The project manager will also have the responsibility to develop detailed implementation Plans, project Procurement Plans, project work plans and other oversight including project monitoring and reviews at all levels. Further to that, foster collaboration with relevant line ministries particularly the Ministry of Health, as a manager during the implementation of the grant. He/she is required to foster good working relationships in line with the principles of building better partnerships and localization with all the project partners and PIU and represent the project at all levels. He/she will be expected to ensure that the project is clear on how it will foster gender transformative programming and influencing during its life span.
DIMENSIONS OF THE ROLE
The PM will work closely with and report to the Programme and Sponsorship Team Lead. He/she will have functional links with the CMT (Country Management team) members, all project staff and project stakeholders, partners and adolescent girls and boys as well as young men and women. He/she will be technically supported by the Technical Advisor SRH based at country office and ensures that the project contributes to the Country Strategy for PIU and Uganda as a country
Key Duties and Responsibilities:
The SRH project staff and partners receive adequate support to ensure the implementation of quality programs and the establishment and implementation of optimal standards of accountability, effectiveness and efficiency in the achievement of the project’s terms and conditions.
- Project management
- Work closely with the SRH project team, stakeholders to ensure that appropriate choices are made on the project implementation interventions, reporting and advocacy for sustainability of the project
- Ensure timely capacity building of the project team, partners, key stakeholders such as community health workers in SRHRs
- Facilitate the establishment and implementation of optimal standards of accountability, effectiveness and efficiency in the achievement of the contractually targeted results
- Lead program innovation and scaling-up measures including under the MHM sub thematic area of the project
- Prepare and submit all technical reports in time as outlined by the organisation and in accordance with donor requirements
- Liaise with relevant and key non-governmental organizations, national and local government, and external donors, as necessary
- Participate in joint agency assessments, task-force teams and workshops, technical committee meetings
- Ensure the development of key project documents that includes, the Detailed Project Implementation Plan, annual procurement plans, project implementation calendar and workplans
- Ensure that the finance and administration functions are working to the satisfaction of all project partners.
- Foster good working relationships with PIU and partners
- Ensure documentation of best practices and case studies
- Budget Management
- Ensure participatory budgeting by partners
- Monitor and approve all budgeted project expenditures
- Design and manage innovative programme outline (PO) consistent with the approved budget of the project and be able to track budget and expenditure
- Monitor cash flow projections and report actual cash flow and variance to management on a regular basis
- Manage all project funds according to established accounting policies and procedures
- Ensure that all financial records for the project are up to date
- Support the preparation of financial reports and supporting documentation for funders as outlined in funding agreements
- Analyse requests for disbursements from the partners to ensure their compliance with the outcomes of the project;
- Approve requests for disbursement and ensure that they are conducted in a timely manner to beneficiaries in accordance with project objectives;
- Ensure that projects are executed by partners according to the work plans and budgets and in accordance with the guidelines and donor procedures and/or Plan’s partnership manual
- Ensure compliance and consistency of delivery of reports and financial management by partners
- People Management
- Take part in recruitment of staff with appropriate skills for the project activities in consultation with the Thematic Manager and the Director P and C as needed
- Manage project staff according to the established policies and practices of the organization
- Ensure that project teams fulfil Plan’s core policies including the Safeguarding Policy; Gender Equality and Inclusion, health and safety
- Ensure that all project personnel receive an appropriate orientation to the organization and the project before commencement of duties.
- Partnership Management
- Ensure a shared understanding among all partners of their roles and commitments within the project
- Facilitate a platform that fosters collaboration among all partners, particularly community structures, cultural institutions, District leadership including technical and political leadership.
- Ensure partner engagement in all key project activities relevant to them
- Support and carry out project evaluations, capacity assessment and due diligence activities for SRH implementing partners with support the Partnership Lead as well as the technical evaluation committee
- Support capacity building of the partners as identified during the due diligence exercise and from time to time
- Networking and Collaboration
- Establish links with relevant and key non-governmental organizations, national and local government, and external donors, as necessary
- Represent the organisation in network, partnership and collaboration meetings, including National SRH network in a manner that is desirable and acceptable
- Ensure wide dissemination and visibility of the project and its achievements.
- Monitoring and Evaluation
- Provide guidance and support in the development and/or updating of M&E Framework and project-specific monitoring tools for sub-grantees
- Support development of Project M&E Plans to ensure the SRH M&E Framework is adhered to, and all necessary data is collected in time.
- Facilitate analysis and use of information for decision making process and feedback process to enhance quality project delivery
- Assist the sub-grantees to develop annual work plans, budgets and technical progress reports
- Assess the capacity of project partners to undertake effective M&E, and build their capacity as necessary basing on the capacity development plans created with each partner
- Provide support to consultants to conduct evaluations as and when required
- Adherence to all Plan International policies, including:
- Ensuring that Plan International’s global policies for Safeguarding and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), safeguarding children and young people, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
Qualifications, Skills and Experience:
- Advanced university degree in Medicine, Epidemiology or public health and any other related field;
- In-depth knowledge and technical expertise on matters related to SRHs, strategies and gender transformative programming to influence policies in these domains;
- Experience in project management, report writing, social/community development, gender mainstreaming and human rights skills.
- Good knowledge of community work in Uganda and familiarity with the approaches and instruments for technical training of NGOs in community health;
- A minimum of 8 years of experience in SRHs and or health related programs, and/or gender equality programming, and/or child protection and child rights programming;
- Hands-on experience with managing donor grants of similar scale and scope considered an advantage.
- Knowledge of development issues, trends, challenges and opportunities and implications to community development;
- Professional experience of at least 5 years in an INGO similar to Plan and local NGOs
- Experience in working with adolescents and or youths with disability will be an added advantage.
- Excellent networking and partnership building skills, including the ability to manage dynamic partnerships with organizations of civil society and decentralized government agencies and services;
- Ability to plan and organize: prioritize activities and priority tasks and priorities according to needs;
- Ability to work with teams, communicate and coordinate with government departments and other agencies at various levels;
- Flexibility to work both in a team and independently;
